What is Consumer Directed Services?
CDS is a Medicaid-based program
It helps people with significant disabilities
Provides assistance with personal care & daily activities
Fosters independence by allowing the hire of a personal care attendant (PCA) of choice
CIL staff train CDS program participants to hire, train, supervise, schedule, and if needed, terminate employment
Who can qualify for CDS?
Be at least 18 years of age
Have Missouri Medicaid
Have a disability
Be able to self-direct care
Under DHSS regulations, require a level of care comparable to that provided at a skilled nursing facility
Who can be a Personal Care Attendant?
A PCA must be 18 years of age or older
A PCA can be: a family member, other than a spouse, a friend or a neighbor hired through a job search and interview process - your choice!
Must submit an application & pass a background screening
How is PCA payment covered?
PCA pay is covered through Medicaid. The PCA is an employee of the consumer, not West-central Independent Living Solutions (WILs). However, WILS will process timesheets, payroll, and taxes on the consumer's behalf. The PCA will be issued a paycheck from your local CIL for up to $$ per hour. Get paid to care!
What is a Plan of Care?
A consumer's hours of care will vary based on their personal needs
If you feel you need more hours than you are receiving, reach out to WILS to request an evaluation
Missouri caps the number of care hours at 125.5 per month or an average of 4 hours per day
Activities of daily living include grooming, bathing, housekeeping, laundry, meal preparation, and transportation
A consumer must be able to direct their own care and tell the PCA what they need and when
